Child process doesn't run after being forked.

  This is more likely a bug in the perl implementation of fork() than anything,
  and should not be required for most win32 apps.  Win32 doesn't actually 
fork().

  In any case, sounds like a perl, not httpd, problem, since this isn't running
  within the server but as a seperate perl process.
