Apache 2.0.4.9 freezes when starting, 2.0.4.8 doesn't

I use Apache HTTP server 2048 on a Windows98SE machine. I wanted to upgrade to
the new 2049 client. I unistalled my 2048 client, installed the 2049 client and
made sure the conf file was still corrent. I then started the server (after
rebooting), and the Apache text went from lowercase to uppercase like usual, but
then the cursor stopped blinking. It froze.
I uninstlled it and installed it again. Same problem. Downloaded the install
file from a different location and installed that. Still same problem.
So, I thought something may have stopped working right. I uninstalled 2049 and
installed 2048 and it works fine. Did not freeze. Something isn't right with the
2049 server. I did one more cycle of trying to installed 2049 and then 2048
again, finding again that 2048 works fine, but 2049 freezes. 

I wanted to get the newest version to get to bugfixes and security holes fixed,
however, the version doesn't work, so I cannot. Someone please help, thanks,
