SSLVerifyClient directive in location make post to PHP script impossible

*Experimental* patch attached above for 2.0, this is closer to fixing the issue
properly, without buffering the entire request body in memory.  (it makes one
bogus assumption about the filter interfaces but seems to work OK)  This
approach also needs careful checking bugs may allow clients to bypass the access
control checks.
