I believe what you are looking for is along the lines of mod_throttle:

But I don't know of any 2.0 version of this or similar modules.

Note that it is not as easy a problem as the loadaverage thing, because you need
to coordinate among all the processes/threads.  It is, however, a fairly
frequently-requested feature on the user forums.
