Ah, I'm seeing this problem now on 2.6.7 ppc64 too.  It appears to be a bug in
the setsockopt() handling for 32-bit binaries on a 64-bit kernel, such compat
syscall issues are not uncommon.  httpd (somewhat redundantly) calls setsockopt
to set the IPV6_V6ONLY setting to 0 on Linux, but the 64-bit kernel interprets
this as a "1".  For a 64-bit binary it works OK.

I've reported the issue to the authorities: if you tracked this down more
precisely please let me know.  This is not really an Apache bug, anyway.
