HTTP header "Server" does not work in mod_headers

This is by design.  From:
http://httpd.apache.org/docs-2.0/mod/mod_headers.html
"The Header directives are processed just before the response is sent to the
network. These means that it is possible to set and/or override most headers,
except for those headers added by the header filter."

The Server header is one of those set by the header filter.  (Admittedly, some
examples would be good in that paragraph.)

If you wish to adjust the amount of information in the Server header, see the
ServerTokens directive.

If you wish to lie in the Server header, patch the source code.  That is not a
supported configuration.
