if "et" locale is used, configure fails

I've noticed a similar problem under FreeBSD, using a German locale.  The
src/Configure script used to create things like

#ifdef ĂšNISUD_H

where it was supposed to create

#ifdef UNISTD_H

It turned out that using tr '[a-z]' '[A-Z]' appears to be only a valid 
assumption
in the "C" locale.  IMHO, tr '[:lower:]' '[:upper:]' should always be preferred
if available.
