SSLVerifyClient directive in location make post to PHP script impossible

No; I'm not really convinced the solution I was working on can be made to be 
secure.

Note that for many configurations, there is a simple workaround: add

  SSLVerifyClient optional

to the SSL vhost config, as well as the "SSLVerifyClient require" in whatever
Location/Directory context.
