Hi,

The SVG 1.1 Errata should clarify this issue, svg viewers should be able to 
load gzipped svgz content no matter how it's loaded, svgz does not require a 
content-encoding header to be loaded.  Unfortunately we're still waiting for 
that errata to be published, but you can see details at:

I think it would be nice to also have AddEncoding for svgz for the non svg user 
agents, but it's not essential
