Service runs as System user instead of Apache or LocalService user

Because you don't want the default install to be insecure.

What kind of privileges do you mean?

Maybe, maybe not. Is that relevant?
If you have the privilege to install a service and to write to \program files\, 
you are very likely to also have the privilege to create a new user.
If you don't, you can always use LocalService (which is an existing user).
