The only relevant fix Apache could make would be to ship with a default of application/octet-stream. But we have major changes to the default config in the pipeline (stripping it down), so this is going to be overtaken by events. An actual change to the code: for example to let mod_headers dispatch based on r->handler, would require more configuration to operate than simply changing the defaulttype.
