I believe this is due to the fact that the precompiled binaries are using the (unsupported) Microsoft LDAP SDK. When I compile against the openldap SDK, modules mod_auth_ldap and util_ldap are not found even though they are in the modules directory with other modules which load fine. Please compile windows binaries against an ssl supported LDAP SDK. Additionally, the documentation for compilation of Apache on windows for ssl+ldap is atrocious.
