It turns out it was the character encoding. I had html pages that didn't look right using the UTF-8 default, so I had added to httpd.conf the line: AddCharset ISO-8859-1 .html .htm Apparently, xbithack didn't like it. I've now deleted that line and changed the default line to: AddDefaultCharset ISO-8859-1 Then I put back the old mod_include.so, and it works fine.
