Note that you can use DisableWin32AcceptEx which will sometimes mitigate such problems. If it reoccurs please provide explicit details of the problems and error log entries you get. It's most likely a bug in one of the 'socket layer providers' which does not correctly pass settings back and forth between the application and winsock2's TCP/IP driver. This is usually caused by a buggy antivirus or firewall product, and you need to uninstall the offending program completely, not simply 'disable' it, since most of them are left installed and running, although they are 'doing nothing'.
