SELinux placed unexpected attributes on files copied from a PC into SAMBA environment that are incompatable with APACHE. Resetting the acl to the appropriate APACHE attributes appears to resolve this report and the web site runs correctly immediately following a reboot (and after a manual restart of httpd).
