You can try this patch: http://people.apache.org/~jorton/ap_byterange.diff but for the proxy case this will effectively turn off byteranging, so it's not a lot different to the config workaround you were using. The issue describe here is really just "MSIE/Acrobat fails to handle a byteranged response properly".
