I see. The question is if we want to have

1. A new Listen directive like you propose e.g. SCTPListen
2. Add a 3rd parameter to the Listen directive (IP:Port <Layer 5 protocol>
<Layer 4 protocol>
3. Make Listen a container, where we would have directives like

Layer4Protocol
Layer5Protocol

which would default to

Layer4Protocol tcp
Layer5Protocol http
