The configure script finds the headers needed already installed on your system or should error out with a poblem finding the APR headers. The problem may be with APR itself. APR-0.9.7 should be compatible with an older version back to APR-0.9.0; but, it doesn't appear so in this case; because the mod_cgi development is using a new API structure/function and it is not present in prior versions.
