Currently %T gives the time taken by a request, in seconds. From the manual:
%...T   The time taken to serve the request, in seconds.

I don't think this is very usefull. For a lot of sites this time is useless 
because almost all their pages are served in less then a second. The directive 
should be changed so it gives the time in miliseconds or a new directive added. 
This will allow the time per request to be usefull in real world conditions.
