Win 9x demonstrates the bug, but brainstorming here, we believe that it could
also depend upon the filesystem, meaning that other platforms might not make
the zero-fill assumption.

So perhaps this should become an autoconf detected feature, and implement for
Win9x.  But notice you patch doesn't test for Win9x, you tested the compile time
Win32 which is also true of WinNT, and that's not acceptable.

Will consider a more appropriate patch testing oslevel at runtime.
