Clearly there are stale issues here. As yourself, unpack the tarball and start fresh all over again. It seems you keep tripping over the previous (successful) bits of configuration, causing the full reconfigure and rebuild to fail. httpd tarballs include srclib/apr/ and srclib/apr-util/ and should configure those, unless you installed them independently into your system. If that's the case you have to rerun those standalone configure/build steps to include your LDAP SDK.
