In my experience, with my compilation environment, IT DOES WORK without Python rebuilding apr. So I'm ending up stuck in the middle of a disagreement between Apache developers and FreeBSD developers on why this doesn't work. Clement is being deliberately obscure rather than providing details on why he thinks it doesn't work, so I can't very well provide them to you now can I? But frankly, I don't belong in the middle of this anyway. Clement and you need to put your heads together and figure this out.
