I just tested 2.2.3. HTML entities stored in variables set using 'set' are still
evaluated and replaced their equivalent characters. For example, the following
statements produce a document containing "Español", not "Espa&ntilde;ol".

<!--#echo encoding="none" var="LANG" -->
