When a Redirect is set server-wide in httpd.conf, it'll work as you want it to. But in .htaccess, it runs *after* mod_negotiation. So it's already remapped to /test.html before applying your Redirect, and the Redirect doesn't match. If we change that, it'll have side-effects on people who may rely on this behaviour. Workaround: use a RedirectMatch that matches negotiated variants.
