This is related to bug 41406 which is that the keepalive behavior is properly
documents.

This bug is regarding the fact that a keep alive connections will not get
pre-empted even if all the children are tied up serving requests and keepalives.

New requests will wait until a child becomes free, even if one or more children
are doing nothing other than waiting on a keepalive connection.

If there are no available children, the Apache dispatcher should look for
children in 'K' state and preempt the,
