This is a place to record bugs in the Apache products. >From the sounds of things though, you have an issue with your installation on Debian/Ubuntu, you should either read the documentation that comes with these packages or seek help in the one of the Apache support forums: http://httpd.apache.org/docs/2.2/faq/ The mailing list, and the IRC channels being the two most common methods.
