A rewrite rule may be used as a symlink, in concept, in that it can be used to tie a request to a file that is outside of the document directory. Thus, in order to permit a user to put rewrite rules in a .htaccess file, the system administrator must choose to permit this, by allowing "Options FollowSymlinks". It has nothing to do with whether it is technically possible.
