This patch allows the use of client certificate extensions values (by OID) in
the SSLRequire directive.

This functionnality is available in the 2.2.* branch and hasn't been backported
in the 2.0.*.

This patch is therefore a port of what is done in httpd-2.2.6, with the 2.0
"API", plus a bugfix (cf. #44073).
