The textual description and examples of the ScriptAlias directive only handle
directories, but it also supports mapping to a certain CGI script. The info
about Alias suffers likewise, but script file aliases are more probable than
generic file aliases.
Also, in the CGI Tutorial at
<http://httpd.apache.org/docs/2.2/howto/cgi.html#moreinfo> RFC 3875 (CGI/1.1)
should be mentioned and linked to, the draft at golux.com is no longer
available.
This also applies to all versions prior to 2.2.
