This bug occurs when user installs 2 different versions of Apache web server
and then uninstalls one which has older version. The uninstalled version is
still displayed as if it exists but cannot be run.

Steps to reproduce:
  1. Download Apache HTTP Server 2.2.10 - Win32 Binary including OpenSSL 0.9.8i
(MSI Installer) and Apache HTTP Server 2.0.63 - Win32 Binary including OpenSSL
0.9.7m (MSI Installer) from following link:
http://httpd.apache.org/download.cgi
  2. Install Apache HTTP server 2.0.63.
  3. Install Apache HTTP server 2.2.10.
  4. Uninstall Apache HTTP server 2.0.63.
  5. Open Apache Monitor, you can see that Apache 2.0.63 still be listed there
but it cannot be run.
