apachectl configtest should balk if ScriptAlias is used and mod_cgi is not
loaded.
It's a meaningless directive sans CGI, and the lack of warnings masks its
absence;
yes it falls back to being a normal Alias, but that doesn't help one figure out
why scripts aren't executing when there are no errors logged.
