This is a server side problem. Check the URI.
I recommend importing that thing from Web archive (it is down since 2006) and
hosting a copy at Apache (since Apache HTTP daemon explicitly depends on it).
Alternatively Apache documentation could cease to mention the existence of the
document as a separate specification because this specification is private — it
is not endorsed by any standards body — and just describe things as their are
implemented.
My efforts to contact the domain owner of golux.com have been fruitless so far.
