In theory, sure.  Would be easier if I had a clue as to what
FCGID_MAX_APPLICATION does, how it differs from other config options, and what
the guidelines for its value are.  Just haven't gotten there yet ...

reverted back to 'clean' svn code.

ok, so i'm there ... 

atm, i'm guessing that perhaps the 20+ times I'd reproduced this across two
boxes, and multiple reboots yesterday were just a local mirage :-/

i am NOT convinced "it" went away.  of course, i'm not sure what "it" is ...
