>From time to time we experience Apache server crash on Windows, probably due to
#46845. 

That's why we configured Apache service to restart in case of failure (using
tab Recovery on the service properties dialog). However this seems not to work
for Apache service, Apache is still down after the crash. 

My guess is that Windows thinks that Apache crash is not a failure but
shutdown, perhaps httpd returns 0 exit code in this situation?
