Please tell the person that maintains httpd.apache.org that the link to the
Win32
version of apache 2.2.23 [httpd-2.2.23-win32-x86-openssl-0.9.8t.msi] is broken.

Both are broken, as are the PGP/hash links, because there is no version of
2.2.23 on the dist folder [1]
[However, there is a stale 2.2.21 release which should be removed]
