I have not tried this, but this is also not a solution to the problem. We
didn't want to change the package manager installed httpd.conf. If we did we
might as well set the correct order right away.

The problem is that you're not allowed to overwrite it after it's been set.
Most notably this also means that you cannot have a global default that can be
overwritten for a specific vhost.
