mpm_event's listener wakeup (with fudge factor)
Patch updated to handle a timeout fudge factor preventing multiple near wakeups
within the same 0.1 second (queues), or 0.01 second (timers).
The former could possibly/later be increased to 0.5s sinces queues have a
granularity of 1s anyway.
