hello,
I have some problems to restart http server, when restarted i have that error
in error_log:

Running ipcs -s show a lot of semaphore:

After kill that semaphore i can restart http normaly
I'm search about the problem and find this report:

but i'm using httpd 2.4.25 version and until have problem. I'm using CentOS
Linux release 7.3.1611
