It looks like Message-Ids which contain a / character are not being handled
correctly everywhere.
For example:
http://mail-archives.apache.org/mod_mbox/tvm-dev/201910.mbox/%3cdmlc/tvm/issues/[email protected]%3e
This displays OK, however the raw message link is
http://mail-archives.apache.org/mod_mbox/tvm-dev/201910.mbox/raw/%3cdmlc/tvm/issues/[email protected]%3e
which gives a 404.
Similarly for other messages such as:
http://mail-archives.apache.org/mod_mbox/tvm-dev/201910.mbox/%3cdmlc/tvm/issues/[email protected]%3e
