Since 2.4.58 (r1911079, see bug 62161) one can use %{z}t or a custom
%{<strftime-fmt>}t (see
https://pubs.opengroup.org/onlinepubs/009695399/functions/strftime.html for
<strftime-fmt>) to have a timezone in error log timestamps.

Unfortunately the documentation seems to be missing in
https://httpd.apache.org/docs/current/mod/core.html#errorlogformat, let me try
to put something there.
