--- Comment #2 from abernal <[email protected]> ---
I could not reproduce this with the apxs built from trunk (commit 6da0450e00,
Perl 5.42, Linux).

I ran "apxs -e -A -n other modules/mod_other.so" on a httpd.conf that has the
line "LoadModule other_module modules/mod_other.so" uncommented, and again with
the line commented out, and each time three runs in a row. I also tried the
line as the last LoadModule of the file, followed by other LoadModule lines,
and followed by other directives. In all of these the line is rewritten as
"#LoadModule other_module modules/mod_other.so" and is never removed, and
running the command again leaves it unchanged. The code that replaces an
existing line, in the else branch of the activation block of apxs.in, is the
same in 2.4.x and in trunk.

I did not try the apxs of the FreeBSD port. To find out what is different,
could you attach the httpd.conf, or at least the lines around the LoadModule
line and any other line that mentions authnz_external, and say which httpd
version and which apxs you run ("apxs -q" output would help)? It also matters
whether the path in the existing line is exactly the one that apxs builds from
the module file name, and whether the file has Windows line ends.
