What I suspect happened is the following: that boot.conf was there all
the time. But until recently, serial console was only made possible on
systems with at least one standard serial port according to the bios.
But now that restriction has been lifted, to allow puc(4) serial cards
to work as a console. So now your "sleeping" boot.conf kicked in.
