Because the vmware default is one processor and I never notice until
I'm at the set picking part of the installer and bsd.mp is unchecked.

Upgrade doesn't matter, because the set selection logic is the same.
The set selection logic is fine, btw, it's just the little bit of code
that comes after which adjusts the source and destination kernel names
that needs an adjustment of its own.
