I'm also experiencing this after upgrading from 5.4 to -current.
Some months ago weerd@ reported a similar issue, he tracked down the
regression to this commit:

I'm not sure if your problem is the same, but apparently brige+vlan
suffers from regression in 5.6.
Could you try -current and see if the problem is still there?
