Description:
Inline anchors referencing tables in rules are just not working. This may break
setups where tables are not used, but the optimizer combines many rules 
togetherand chooses to use a table instead.
How-To-Repeat:
This simple pf.conf shows the unexpected:

From localhost one cannot reach 10.1.1.1's port 22.
Fix:
If direct tables are not used, rule optimization may be turned off, at least pf 
will work as expected.
