The problem is in ofwboot, not bsd.rd.
See here for a desription of how the boot components fit together:
http://www.openbsd.org/cgi-bin/man.cgi/OpenBSD-current/man8/sparc64/boot_sparc64.8?query=boot_sparc64&arch=sparc64

There are various options:

You could install a -current snapshot and use that instead of 5.7.

Once you have a -current system running, you could write miniroot57.fs
to the swap partition, boot from there, and reinstall the system with 5.7.

You could wait until 5.8 is released this Sunday and install that
instead of 5.7. Perhaps a 5.8 CD order will even arrive before Sunday.
5.8 packages that go along with the CD are already on ftp mirrors today.

You could netboot 5.7.

You could boot 5.7 from floppy.

See ftp://ftp.openbsd.org/pub/OpenBSD/5.7/sparc64/INSTALL.sparc64 for
details about alternative installation methods.

We're just one week away from 5.8 being released so hopefully most
people won't need a workaround anymore very soon.

BTW, I created this problem by not testing cd boot when I added
softraid boot support for sparc64 machines. I'm sorry about that.
