In case it might help someone, I had the same error.

# echo $PKG_PATH

ftp://mirrors.nycbug.org/pub/OpenBSD/snapshots/amd64/

# export PKG_PATH=http://mirrors.nycbug.org/pub/OpenBSD/snapshots/amd64/

And now works fine again.
