Upgrade to current snapshots amd64 fails MAKEDEV

I tried to submit a bug report via sendbug, but I am not sure that it 
was recieved.

So I want to sent this as a backup. The latest src/etc/etc.amd64/MAKEDEV 
is failing for me. I get permission denied errors.

The work around is to cp a backup MAKEDEV copy from the previous release 
and cd /mnt/dev ; ./MAKEDEV all.
