The iked config test in /etc/rc.d/iked hangs fairly reliably. I've
ktraced it and it looks like this when hanging, stopping at the
wait4:

The kill pids are all valid pids (one is the process itself), and

>How-To-Repeat:

Create a basic "road warrior" config

# ikectl ca CA create

Set up ikectl.conf:

        user username passive

The last step should hang. I've seen this on two VMs--this one
running on Vultr and a VMware Fusion VM--and Christian Binder on
misc@ has seen it on physical hardware (dmesg supplied)

Unknown. Commenting out the config test in /etc/rc.d/iked appears to be a 
viable workaround.
