Since upgrading several machines to a more current snapshot (in an
effort to keep up to date with LibreSSL fixes), I noticed ntpd started
failing.  Here's what I see on my laptop:

As mentioned, I see this on several machines.  The daily(8) mail
includes the rcctl ls failed output that says:

        Services that should be running but aren't:
        ntpd

So far, 5 machines have been upgraded and 4 of them show this behavior
(although my laptop is now really fast to exit).  These are all amd64
machines (because I haven't gotten around to upgrading the few i386 I
still have running yet).  They're 'real' and virtual (KVM) machines.

I've ktrace'd this on my laptop and one of the KVM vm's.  Dmesgs for
these machiens are included at the end of this mail.  I've also
attached the ktrace output from the VM (ktrace.vm.gz), where it took
substantially longer to exit (but it exited with the same snippet
trace).

Has anyone else seen this behavior?
